App Command Group (`joonweb app ...`) #

### 1. `joonweb app init` (Create App)
* **Alias**: `joonweb app create`
* **Description**: Scaffolds a new JoonWeb app project.

* **Description**: Starts local development server with auto-tunneling and hot reloading.

* **Description**: Clears background server locks and resets port `11014`.
